DoM Research Administration update on federal government shutdown

Laurianne Torres, director of DoM Research Administration, has prepared the following note about grant submissions and funding during government shutdown: As you are likely aware, the Federal fiscal year ended on Sept. 30 and an Appropriation Act for FY2014 has not yet been passed – resulting in a Federal government shutdown. The following is a general summary of how the government shutdown impacts administration of your current grants, approaching grant submission deadlines, and funding decisions: CURRENT GRANTS
  • Unless specifically directed otherwise by the sponsor, all work and activities performed under active grants may continue for the duration of the funding lapse.
  • Many sponsor electronic grant management systems are down, which may affect certain administrative functions such as progress report submission, no cost extension requests, prior approval requests, etc. Many sponsors have provided guidance for such functions (see Sponsor Specific Sites and Information below).
  • eRA Commons is currently down. NIH has provided detailed instructions for administrative functions in the notice (NOT-OD-13-126) referenced below.
UPCOMING GRANT DEADLINES
  • New grant proposals are being accepted by Grants.gov, but will not be reviewed/processed until government operations resume. However, NIH is discouraging grantees from submitting proposals during the shutdown period. Adjusted submission dates will be posted in the NIH Guide to Grants and Contracts: http://grants.nih.gov/grants/guide/WeeklyIndex.cfm.
  • Federal employees (e.g., program officers, grant management specialists, etc.) may not be available to provide technical or administrative support.
FUNDING DECISIONS
  • New grants and contracts from any Federal sponsors will likely not be issued.
  • No NIH grant awards will be processed during the funding lapse. For awards processed before the funding lapse that have an issue date during the funding lapse, the awards will not be sent on the issue date. All pending NIH NoAs will be sent once operations resume.
  • Continuations, supplements, and new increments of funding may be delayed.
  • If a division decides to spend in anticipation of new funding, such expenditures shall be at its own financial risk.
  • NIH will not be able to conduct initial peer review or advisory council review meetings. Applicants with pending applications should check the NIH website for information after operations resume.
We will continue to communicate information regarding the Federal funding lapse as it becomes available. If you are adversely affected by the government shutdown in a way not addressed here, or if the shutdown continues for an extended period of time (significantly impacting grant renewals, recompetes, etc.), we will work with divisions to develop a contingency plan.
